  23.  - "xdmcpusa.library" is based on the data encryption algorithm DES

  25.  - and software based on DES (including "xdmcpusa.library") may
  26.    not be exported from the USA without a license

  28.  - and that such license does not currently exist for "xdmcpusa.library"
